Foster Family Agencies

County placement agencies use licensed private Foster Family Agencies (FFAs) for the placement of children who require more intensive care as an alternative to group homes. By statute, FFAs are organized and operated on a non-profit basis and are engaged in the following activities: recruiting, certifying, and training foster parents, providing professional support to foster parents, and finding homes or other temporary or permanent placements for children who require more intensive care.
 
There are two types of FFA programs, "treatment foster care," and "nontreatment foster care." An agency providing treatment service to a child has determined that the child has service needs which: cannot be provided in an available family home, may require group home placement if the child was not referred to an FFA, and can be met by the program offered by the FFA to which the child is being referred. In contrast, a FFA providing nontreatment services certifies a home for placement of a child pending the adoption of the child by that family.

The "nontreatment" FFA does not provide treatment services. It provides for a child's basic needs and may provide specialized care services in a "certified" family home if the following conditions are met: the placement agency has determined that the child has care needs greater than those of a normal foster child; and the placement county has a specialized care system. The California Department of Social Services (CDSS) has statutory responsibility for developing, implementing, and maintaining a rate setting system for FFAs receiving AFDC-FC funds.
 
The AFDC-FC rates vary by age group. For the purpose of determining FFA rates, CDSS regulations specify the purposes, types and services of FFAs. Currently, CDSS sets AFDC-FC rates for approximately 220 FFAs as of January 2015. The rates are organized into five age groupings and are established according to two different rate structures. The two FFA rate structures are designed to accommodate services provided under the two program types: Treatment and Nontreatment programs.

The Northern California Family Center

ORGANIZATION BACKGROUND

 

The Northern California Family Center is a non-profit, licensed Foster Family Agency that has been serving the needs of youth and families for over 38 years. Our staff are dedicated professionals on-call 24 hours a day to provide experienced clinical care and assessment for a wide range of personal and family problems.

RUNAWAY SERVICES

 

The Northern California Family Center works with youth, who have run away, have been kicked out, are truant, are out of parental control, or homeless. We provide four services: 

  • Outreach/Safe Place
  • Short-term shelter for youth
  • Family Mediation
  • Follow-up counseling

We also provide assistance with emancipation and referrals for youth employment. There is no charge for a youth to come into shelter. Our shelter is available for youth up to and including 17 years of age and accessible through our Martinez office.

Youth can also access our services through the Safe Place Program.  Anywhere this logo is displayed; a youth can walk in and request assistance. Look to the Contra Costa Fire DistrictYMCAYWCA, County Connection and other local service providers for this logo.

MEDIATION

 

The Northern California Family Center counselors work with the youth and their families for reunification, or to develop a mutually agreed upon (sometimes alternative) stable living arrangement.  Choices can include agreements to:

  • Live at Home
  • Live with Extended Family
  • Live with Friends of the Family
  • Enroll in Job Corps
  • Apply for Work & Emancipation
  • Combinations of these
  • Transfer Guardianship

 The Mediation Agreement is usually written and signed. Those who come to short-term shelter are eligible for two free mediation sessions.  All others will be charged on a sliding scale. 

FOLLOW-UP COUNSELING:

 

As the youth’s living situation is stabilized, there is often a need for the family to learn new and different ways to discuss their feelings and resolve conflicts.  We can forward the written Mediation Agreement to the current therapists.  We will continue to see those who seek counseling: on a sliding scale.  We will also refer families and youth to other providers, who may be geographically closer to the family.

Thieves connected to Federal Reserve


Pete Bennett was contracted to SBCGlobal during 9/11 in September 2001. Originally his 9 a.m. meeting on 9/11 was postponed because the planes hit the building before he left the house possibly slightly out time with the rest of the story came in a week later and told management he had a virus one that was destroying computers around the world but nobody knew what it was.

Bennett also noted with management but ignored was his group policy object was completely incorrect where he was seeing upwards of two to three thousand servers after a couple of hours of being log on they begin to propagate.

The key to exploiting millions of servers was using a traversal exploit involving internet information server and a well known to the CIA later Exposed on WikiLeaks.

The most probable developer is or was someone close to the CIA.

To support it Bennett also knows CIA director Uber cost from Sanibel Island long before he was a Director of National Intelligence.

The linkage between district attorney Mark Peterson this is Mormon brother Michael Peterson, police officers arrested in the Scandal links to the Peterson Family Trust and the connections between that lead into SBCGlobal in San Ramon California who managed to get Bennett entangled in a murder investigation involving the Downing of World Trade Centers and the controlled demolition of Building 7.

Since fanwick suit Southern Pacific The Logical transition of Southern Pacific became Enron Corporation and then became Kinder Morgan.

Think of these people as the masters of disaster and mass casualties where they set things up people end up getting killed some cases by the boatload.

 everyone around these companies had a vested interest where Enron Corporation would not be indicted so the third building is the truth of poop 911 and the main two buildings are linked to helping Larry Silverstein volume down two buildings and get paid for terrorism insurance.

The one in the trillion odds that it wouldn't happen but yet it did leads to attorneys in San Ramon California and there are murders next to the those attorneys and those attorneys are near my murders so therefore I throw you in the same bucket hope that you rot in jail.

US Attorney as witness in Bennett versus Southern Pacific

This could turn out to be the most interesting tangent of my story. McGregor Scott was a contra costa district attorney associate when a man bought fish was killed in 1997 he also traverses the murder of one of my Witnesses in 1989.

He also was around when Jason Amen Watts was killed in Walnut Creek by the Walnut Creek police in 1997.

The allegation was that Mr Watts stole a UPS truck or FedEx truck filled with Christmas gifts and that he was a suspect in another case thus alleging he was a suspect that was armed.

They said the same thing when they killed my employee 1982 and chief wentzel was in charge of the jail when my roommate committed suicide and magically told the investigators at the cameras were broken that day.⁸

I am getting restraining orders on officers soon as the courts get active again and one of the core reasons is Wenzel has been following me not to consistently but I seen him in the same Burger King or downtown area.

When crogan's bouncer Robbie Smith was killed by a Clayton police car he tried to say we ran over a dead body what he saw was the murder of Courtney Brown on Locust Street in Walnut Creek.



 I spend a great deal of time on the backgrounds of attorneys and their careers.

This discovery potentially one of the best as mr. Scott was Deputy district attorney of Contra Costa County when Floyd Brown jr. Witness in the matter of Bennett versus Southern Pacific was murdered in 1989.

 even better he would easily know County counsel Sharon Anderson and Kevin Lally each of them litigated with Southern Pacific when my witness was killed.

McGregor "Greg" William Scott (born 1962) is an American lawyer who currently serves as the United States Attorney for the United States District Court for the Eastern District of California. He was most recently sworn in as a court-appointed U.S. Attorney on December 29, 2017, after previously serving in the position from 2003 to 2009 during the administration of George W. Bush. In November 2017, he was appointed by President Donald Trump to a four-year term as U.S. Attorney for the Eastern District of California. He was confirmed by a voice vote of the United States Senate on March 7, 2018.[4] Prior to assuming his current role, Scott was a partner in the Sacramento office of Orrick, Herrington & Sutcliffe, where his practice focused on white collar criminal defense and corporate investigations. In 2008, he retired from the United States Army Reserve as a lieutenant colonel after 23 years of service.[5]

He received his Bachelor of Arts from Santa Clara University and his Juris Doctor from the University of California, Hastings College of the Law. Scott served as the elected district attorney of Shasta County from 1997 to 2003 and as deputy district attorney in Contra Costa County from 1989 to 1997.[5 As district attorney for Shasta County, Scott oversaw the prosecution of brothers Benjamin Matthew Williams and James Tyler Williams, who killed a gay couple and set fire to three synagogues and an abortion clinic.[6]

In his current stint as U.S. Attorney, Scott is expected to play an important enforcement role in California's emerging legal cannabis market. During his previous tenure, Scott's office prosecuted a number of mortgage fraud cases during the financial crisis of 2008, won a $102 million settlement with Union Pacific Railroad over allegations that railroad workers sparked a large wildfire, and prosecuted Hamid and Umer Hayat for allegedly providing material support for terrorism and lying about it to the Federal Bureau of Investigation.[7] At the time of the $102 million settlement with Union Pacific Railroad, it was the largest civil settlement in the district's history. He subsequently encouraged the United States Department of Justice to create a program to pursue damages against companies that start fires that damage federal forests. Scott also served on an advisory committee that offered counsel to United States Attorneys General John Ashcroft and Alberto Gonzales.[6]
The editorial board of The Sacramento Bee endorsed Scott's most recent nomination to become U.S. Attorney, writing "Trump could not have found a more qualified chief federal prosecutor for the sprawling district."[8]
