Bennett v. Southern, CEO Steve Burd, Roseville Train Bomb and Sterling Hall Bombing (murder)

Pete Bennett was contacted by Safeway Store Development via his full page ad in the 1982 Contra Costa Central Yellow Page.

By 1987 the amount of contract flow via all his customers reached into the millions.  He was considering expansion within months of his July 1987 expansion.  During litigation in the Matter of Bennett v. Southern Pacific millions in contracts were lost.  Along the way several similar sounding companies popped up.

One company leads to an address in San Ramon CA owned by a Mormon Attorney known to Bennett, his wife and sons but also worked with Steve Burd at Southern Pacific between 1973 to sometime around 1986.  That also means that former Mayor Dan Helix of Concord Ca would be knowledgeable of the contractual arrangement between Helix and SP.

In 1986 Helix was given a sweetheart land deal on the old iron horse trail between Treat Blvd and Solano Way up to Hwy 4.  In 2013, Adam Elliot the grandson of Mr. Helix of unknown causes. His son attended Clayton Valley High School where decedent Charles Silverman  died in a tragic accident, is the same school where Samantha Lewis attended before attending Chico State.  Ms. Lewis was tragically hit by a train but on October 31st, 2019 five persons perished in the Halloween Mansion Party where once again one victim and his family perished connect to Clayton Valley High School.

That case under investigation looks on the surface to be another Contra Costa Hate Crime incident. Time will tell what really happened but the lack of discussion on suspect bears ominous tones.

Steven A. Burd (born 1949) is an American businessman.[1] He served as Chairman, President and CEO of Safeway Inc. from October 26, 1992 to May 14, 2013.[1][2] He is a member of the Republican Party.[citation needed]

Early life[edit]

Burd has a Bachelor of Science degree in Economics from Carroll University in 1971[3] and a master's degree in Economics from the University of Wisconsin–Milwaukee in 1973.[4][5]

Career[edit]

Burd was President of Safeway from October 26, 1992 until May 14, 2013, and CEO from April 30, 1993 until May 14, 2013.[2] He joined the Board of Directors on September 7, 1993 and served as Chairman of the Board between May 12, 1998 and May 14, 2013.[2] While CEO of Safeway in 2009, he earned a total compensation of $10,901,892, which included a base salary of $1,449,000, a cash bonus of $358,627, stock awards of $491,611 and options granted of $6,922,200. Steven Burd will receive another $7.5 million in stock as a result of the transaction that combines Safeway and Albertsons supermarket chain. [1]
Burd spearheaded the innovative "Healthy Measures" insurance plan offered to Safeway employees.[6] In this plan, employees get discounts on their health insurance if they show qualified performance in four "tests": tobacco usage, healthy weight, blood pressure and cholesterol levels.[6] Employees can get as much as an $800 annual premium reduction. He founded the Coalition to Advance Healthcare Reform in order to promote similar health policies nationally.[6]
In January 2010, the Washington Post reported that Burd's assertion in June 2009[6] that Safeway's per capita health-care costs between 2005 and 2009 were flat was in fact true, but had nothing to do with incentives for employees. Those incentives weren't implemented until 2009, and the company forecast that per capita expenses for its employees would rise by 8.5 percent for the 2009 year.[7]
As of 2013, Burd sits on the Board of Directors of Kohl's.[1][2] In September 2013, Burd also founded Burd Health LLC with the intent to help companies lower the costs of their own healthcare plans.

Theranos Scandal[edit]

Burd led the initiative to partner with Theranos and build wellness centers in Safeway stores. The deal made SafeWay the exclusive grocery store provider of Theranos technology and spawned a secret, internal project called “T-Rex” to create wellness centers in their stores. Safeway spent $350 million dollars renovating over 800 stores to support these centers. According to former employees, he managed the partnership directly with Theranos CEO Elizabeth Holmes. 
In 2012, Burd told investors and that the grocery chain was “contemplating a significant…wellness play.” During the implementation of the project, Safeway had Theranos conduct blood testing at their headquarters clinic that compared Theranos test results with those of traditional blood testing methods. However, these results showed inconsistencies between the two methods. According to two former executives, Burd was told about the inconsistent results. Burd told them that he had been reassured by Elizabeth Holmes and continued to support the project. 
In April 2013, when asked by analysts about the wellness play he had alluded to in earlier calls, he said “It hasn’t happened yet.” Burd retired from Safeway the next month. No Theranos devices were ever successfully deployed in Safeway stores and in November 2015, Safeway and Theranos formally ended their relationship.[8]

Personal life[edit]

Burd is married to Chris and has two children. He is a born-again Christian[9] and lives in Alamo, California.[10]

Meeting Hillside members and receiving their free lunch was supposed to be a good thing but for me it wasn't as unknown to me was Kieth Lynds who was their Youth Director arranged with others to have me killed en-route from Walnut Creek to Lafayette where the plan was he was going to meet for Karaoke.  My car was totaled at First/Deer Hill Road and Lynds never showed.  

Within six months my car was totaled, I was in jail and my sons were gone.  The accident was July 20th, 2011, I was being followed through Walnut Creek by a Contra Costa District Attorney Investigator where I was able get his plates which were passed to the FBI. 

I was forced to sell my car for scrap, the tow company dropped me off at the Walnut Creek Library where I fell asleep in Civic Park awoken by a grounds keeper riding a mower.  Within minutes I was stopped by police with allegations that I'd attacked a city worker riding a mower.  
That was Captain Tim Schultz, Sgt. Mike Chan and I believe the guy following me through Walnut Creek, he's a DA inspector or Walnut Creek Detective.  Either way this group was trying to kill me but worse is the Chief and City Managers offices have clear views of events including me chasing Sgt. Chan with my laptop camera on

It was just after midnight on Sunday September 8, 1968. Six siblings on Panadero Court in Clayton were tucked into bed. Their parents were on their way home from a function at John Muir Hospital, when all of a sudden, somebody threw an explosive device through the front window of the home, which immediately engulfed the house with smoke and flames. The family would never be the same again.
42-years-ago, that one explosive device killed five young brothers & sisters, and today, the murderer is still on the loose.

The blaze happened at 1042 Panadero Court in Clayton, which is near Pine Hollow & Mitchell Canyon.
After a thorough investigation, arson investigators determined the fire was deliberately set. They found flammable liquid in the living room of the home and several explosions were heard by neighbors. They say other pieces of evidence proved the fire was arson, as did the burn pattern inside the home. Further investigation revealed a device was thrown through the front window, which landed on the couch and immediately sent thick black smoke and flames throughout the large ranch-style home.

The $45,000 home belonged to building contractor & Clayton City Councilmember Richard Walker, and his wife, Jean. They lost five of their six children in the fire. The one who survived, 6-year-old Carolyn, was saved by two neighbors, 20-year-old James Hanson and 20-year-old Dale Cross.

Those who died in the fatal blaze were 6-month-old Mary Ann, 3-year-old Theodore, 9-year-old Cariton, 13-year-old Cynthia & 20-year-old Linda.

42-years-later, a few people have been questioned, but nobody has been arrested and charged with the murder of the five brothers & sisters. A large reward was offered by the family shortly after the death of their five children, but the case remained unsolved.

Despite the fact that the area’s largest homicide case happened in Clayton, the City of Concord Police Department is the lead investigator on the case, which is still actively being researched.
Sgt. Michael Finney says he’s been working on the case for several years, and says the family had no known enemies. Sgt. Finney says and only one man has been considered a possible suspect throughout the past few decades, his name is John Sapp.

John Sapp is a Concord native, and attended Clayton Valley High School in the 60’s, but Sapp has a new home, he’s spent the last 25-years on Death Row at San Quentin State Prison for the murder of three people, two of whom were killed and buried in Lime Ridge Open Space. Sapp is also a possible suspect in several other unsolved murders in Concord and throughout California.

Sapp has been interviewed many times regarding the arson fire in Clayton, most recently in 2003, but every time, he’s denied any involvement.

Sgt. Finney says investigators received information from people in the late 90’s who said Sapp told them he was responsible for the 1968 Clayton murders, but those informants have since said they lied about the tip and are unwilling to cooperate. Sgt. Finney says those informants notified the police many years after they claimed Sapp told them about his involvement.

One possible theory, if John Sapp was involved in the arson, is that he hit the wrong house. Sgt. Finney says just before the fire, Sapp was released from juvenile hall when he was in his mid-teens. Sgt. Finney tells us the Contra Costa Superior Court Judge who sent Sapp to Juvenile Hall lived only a few doors away from the Walker family, whose house was hit with the explosive device. Sgt. Finney says Sapp also lived within walking distance of the crime scene, and was a heavy drug user at the time of the murders, and had been for several years. Finney says it’s possible Sapp was trying to burn down the Judge’s house, but hit the Walker house by accident.

Currently, the Concord Police only have circumstantial evidence against Sapp, and not enough to convict him of the worst murder case we’ve ever seen in CLAYCORD, which hasn’t made the news since the late 1960’s.

The father, Richard, died 33-years after the fire, in 2001. His wife, Jean, is still living in Northern California, and Carolyn, the only child who survived the fire, is also still alive. Richard died not knowing who was responsible for the murder of five of his children.

Despite the fact that it’s been 42-years since the murders, somebody must know something. If you have any information on this tragic blaze, which not only killed five young victims, but changed the lives of dozens of their friends and family members, please let somebody know. UPDATE: After our story was posted, a local resident came forward with information on another possible suspect in this case. The Concord Police are currently investigating this man, but no more information can be released at this time.

Charles was born in Walnut Creek, California. His life was cut short by a car accident on Sunday, October 7, 2012; He was 29 years old. He was a loving son and brother. Charles is survived by his parents, Ruby Silverman, Concord, CA, and Robert Silverman, Norwalk, CA; and his brother, Michael Silverman, Puyallup, WA. He lived most of his life in Contra Costa County and spent a few years in Santa Barbara. He was a graduate from Clayton Valley High School, Class of 2001. Charles loved to go boating with friends, play golf, chess, and words with friends, and watch his favorite team, the 49ers, play football. Charles was a practical joker at heart and would seize the opportunity to make people laugh. One of his favorite past times was playing poker, of which, he did very well. Charles was in great shape and took pride in his appearance. He made the decision to return to college to pursue a degree in Business. He was a fun and outgoing man with the best laugh and smile that could brighten up the room. He worked at Havana in Walnut Creek for many years as a server and bartender. He had many "regulars" who enjoyed his spectacular mojitos and company. Charles inspired everyone! - From his family and friends, to total strangers. His personality was charismatic and witty. He lived his life each day as a blessing and opportunity to create lasting memories.
